CENTRAL BROWN COUNTY WATER AUTHORITY HIRES NICOLAS SPARACIO AS NEW MANAGER

(Bellevue, Wisconsin) – The Central Brown County Water Authority (CBCWA) Board has appointed Nicolas Sparacio as their next Manager. The Board unanimously approved Sparacio’s employment agreement on May 23, and he will officially begin working for the CBCWA on June 25. The CBCWA began a national search for their next Manager in February, following the retirement announcement of Dave Vaclavik, who had been Manager since 2004.

“We are excited to have Nic on board as the next Manager for the CBCWA,” said CBCWA Board President, Sarah Burdette. “His background and experience will be an asset to the organization as we continue implementing the Authority’s strategic plan.”

The CBCWA is a Joint Local Water Authority formed in accordance with Wisconsin State Statute. It is the only Water Authority in the State of Wisconsin. The CBCWA purchases treated water from Manitowoc Public Utilities and provides it wholesale to its member communities including the city of De Pere; villages of Allouez, Bellevue, and Howard; and the towns of Lawrence and Ledgeview. The system provides its six member communities with quality water and has additional capacity to add new communities/customers to the Authority. The CBCWA Board is comprised of one representative from each of the six member communities.

The Manager reports to the Board and is responsible for implementing its policy, instructions, and recommendations. In addition to overseeing day-to-day operations, the Manager investigates operational improvements and collaborative operations opportunities, develops the $12 million annual budget, sets annual water rates, coordinates public outreach, and manages consultants and contractors.

 “I’m excited to join the story of what the CBCWA has accomplished to this point.” Sparacio said. “Namely, bringing a sustainable source of quality drinking water to these six communities. I am looking forward to the opportunity to expand the value of the CBCWA as a resource to the member communities and to serve growth in the surrounding region.”

Sparacio has more than 17 years of experience in public and private sector positions working in fields ranging from natural resource management to community development. For the past three and a half years he has served as the Community Development Director for the City of Manitowoc where he has led community and economic development activities, overseen the City’s planning functions, and managed a $6 million loan portfolio. During his time in Manitowoc, his work has resulted in the leveraged investment of $93 million in business development and the creation of 450 new jobs.

Before that, he worked for the city of Green Bay for more than six years in the Community and Economic Development Department, where he was responsible for the long- and short-range planning needs of the city including downtown redevelopment, bicycle and pedestrian trails, and business development. He was instrumental in the creation of the city’s Downtown Master Plan.

Prior to his work with Green Bay and Manitowoc, he worked for Foth Infrastructure and Environment, LLC as a Lead Planner where he provided planning, zoning, and growth management services to more than 40 government entities in Wisconsin and Illinois.

Sparacio is recognized by the American Institute of Certified Planners and in 2013 received a Future 15 Current Young Professional Award. He has a Bachelor of Science in natural resource management/land use planning from the University of Wisconsin Stevens Point.
